How to read this guide. Points from the UAE government portal are noted with their dates. Anything from agent or media articles is marked Confirm. This guide explains how ownership works. It does not predict prices or returns.
A small Confirm tag means I could not verify that point on an official page yet. Please check it with the authority before relying on it.
In one minute
- Foreigners can own property in Abu Dhabi, but where and how depends on the rules for designated investment zones.
- Outside those zones, foreigners usually hold long leases or usufruct rights, not outright ownership.
- Abu Dhabi suits people who value calm, order and a considered pace. That is a lifestyle choice, so visit before you decide.
- The type of title matters as much as the building. Ask for it early.
How foreign ownership works
Source: UAE government portal, "Expatriates buying a property in the UAE", read 21 October 2026 (page dated 28 September 2026).
- Abu Dhabi's property law dates from 2005. In April 2019 an amendment allowed non-citizens to own property within designated investment zones and to carry out transactions on it.
- The portal describes four rights: ownership of a unit (about 99 years, with full right to dispose), musataha (surface rights, 50 years, renewable, for building on land), usufruct (99 years of use rights in designated zones) and long-term leases (at least 25 years).
- The portal lists these freehold zones: Yas Island, Saadiyat, Al Reem, Al Maryah, Al Raha Beach, Wasih Al Sudairah (Saih Al Sudairah), Al Rayf (Al Reef) and Masdar City. It states nine zones but names eight.
- Other sources list a longer set of up to 17 zones, including areas such as Nurai, Jubail, Lulu and Al Shamkha. Confirm the current list with the Abu Dhabi authority before you pick a project.
Costs (check current figures)
- Registration fee: one 2026 guide gives 2% of the higher of the sale price or the registered valuation Confirm.
- Agency commission, mortgage fees, valuation and service charges also apply, and vary by case.
- Master communities often charge their own community fees. Ask what is included.
Golden Visa in Abu Dhabi
Abu Dhabi publishes its own official page for the property route, including a AED 2 million minimum and 10-year duration. For mortgaged purchases, your own capital must still reach AED 2 million. See the Golden Visa guide.
Who it suits

I reply to every message within 24 hours. No pressure and no obligation. I will tell you plainly if something is not right for you. Before we start, I tell you in writing how I am paid.
