How to read this guide. I could not find an official Ras Al Khaimah (RAK) page covering foreign ownership, so almost everything here comes from property-industry articles and is marked Confirm. Treat this as a map of the questions to ask, and confirm each answer with the RAK authority and a UAE lawyer before you buy. This guide does not predict prices or returns.
A small Confirm tag means I could not verify that point on an official page yet. Please check it with the authority before relying on it.
In one minute
- Foreigners can buy freehold in designated areas of Ras Al Khaimah. Outside them, options are usually long leases Confirm.
- The designated areas named in recent articles are Al Marjan Island, Al Hamra Village and Mina Al Arab. One source adds Dafan Al Nakheel Confirm. Older lists (for example a 2012 report) are out of date.
- RAK has its own registry and fees, different from Dubai's. Do not assume the Dubai process applies.
- Large announced projects shape the story, but timelines for any project can change. Judge a purchase on the unit, the developer and the payment plan, not on a headline.
Where foreigners can buy
- Al Marjan Island: a man-made island group with hospitality and residential development Confirm current projects and status.
- Al Hamra Village: an established community with a marina and golf Confirm.
- Mina Al Arab: a waterfront community Confirm.
- A newer article names Dafan Al Nakheel as well. Confirm.
- Outside designated areas, one guide describes leasehold up to 99 years Confirm.
Legal and registry points (verify all)
- Sources cite different laws, including RAK Law No. 7 of 2006 and Law No. 11 of 2021 on the Real Estate Register. I could not confirm which governs today.
- One guide names the Ras Al Khaimah Emirate Real Estate Development Authority (RAKERD) as the registry for designated areas and notes it is less familiar to international buyers and their advisers than Dubai's Confirm.
- Remote purchase through a power of attorney is described as possible, with final registration needing a visit or representative Confirm.
Costs
- Transfer fee: sources range from 2% to 4% of the property value Confirm the exact rate with the registry.
- Agency commission, mortgage fees, valuation and service charges vary by case.
- Ask for a written total-cost breakdown before you commit.
What draws people to RAK
- Mountains and coast within a short distance, with a quieter pace than Dubai.
- A long-term development story, including hospitality and leisure projects. Specific projects and dates can change, so do not buy on a promise.
- Strong appeal for people who want space, nature and a calmer life. Visit in more than one season before deciding.
Business in Ras Al Khaimah
RAK has a free zone, RAKEZ, with business packages. One comparison article cites packages from about AED 6,000 Confirm. See the Free zone or mainland guide.
Golden Visa
I could not find an official RAK page for the property route. See the Golden Visa guide, and confirm the process with federal and RAK authorities before relying on it.
